We will be spending two months re-designing Grand Rapids. Teams will be purchasing property, bidding for the right to create the businesses they want, negotiating how the city will be zoned, and actually designing buildings for the city. The most successful development team will win.
Success will be measured by a combination of strategy, design, and economics. Each team will have the opportunity to develop an empire of civic, commercial, industrial, and residential projects.

Each week, development licenses and/or permits will be sold in a Vickrey auction. Each team will have the opportunity to nominate one (1) or two (2) development licenses or permits per Phase.
The winner with the highest bid will pay the amount of the second highest bidder. Trades and partnerships may be made. No team may build on another team’s hex.
Teams will take turns purchasing hexes at a price of $10 per tile. The team in parentheses will go first. Each phase of the game will allow for a fixed number of purchasing rounds.
Any team that owns property on a block has a say in what's allowed to be built there. Each block starts zoned so that no buildings may be built. Each week, land-owners may meet to decide what types of buildings may be built on any given block (Civic, Anchor, Residential, and/or Profitable). On a unanimous vote, you may submit a Zone Change Form (on paper) with a signature from each team.
Once a team has a license or permit, they may build that structure on one (or multiple) of their lots. To do so, they must submit an MDEV form by midnight on the day before an auction. The form must include a description and illustration of the building itself. There may be special rules for what must be included in the building’s design based on the current module.
Each building will be scored either Silver (no bonus), Gold (15% extra revenue), or Diamond (30% extra revenue).

The number of points required to get full credit in each category will be determined by the team who scores the highest in each.
Ex. If Red creates 100 jobs and Blue creates 50, Red team would get the full 30% and Blue would get 15%.
The Civic buildings are crucial to the city's function. If there are any Civic buildings that are not built by the end of the game, everyone fails.
Note: If there is a Civic building whose role you believe may be filled with another type of institution or program, you may construct a building for that instead with teacher approval. (Ex, a rehabilitation center instead of a homeless shelter)
These buildings provide lots of jobs but are large and generally unpleasant to be around. Any Profitable business will generate 20% less revenue if it is on the same block. Each license may only be used for one location.
This is where people live in the city. They do not generate revenue for you. However, nobody will be in the city to spend money at your Profitable businesses if nobody lives in the city. You can tell how much money they will spend in the city by their income level ($ = $1 / week; $$$$ = $4 / week)
Note: each Residential license takes up 2 lots and may only house people of certain income levels.
There are 4 types of profitable businesses: Restaurants, Retail, Professional, and Health. Each week, 40% of the residents' disposable income will be split evenly among all Restaurants, and 20% will be split among each of the other sectors. After the money is split, any bonuses to revenue will be applied (see Bonuses below).
Any lot may be turned into a park, free of charge. If parks make up for significant portions of a block, they will provide the following benefits
20% Parks - Increase Revenue by 15%
30% Parks - Increase Revenue by 20%
40% Parks - Residents each spend 1 more $ each week
50% Parks - Increase Revenue by 30%
Buy licenses so you can build things
Make jobs by building businesses that employ people (everything except Residential)
Provide housing for people who work in the city
Build revenue-generating businesses to earn money based on the city's population and how much competition there is in the business' sector (Restaurant, Retail, Health, and Professional)
There are various bonuses that increase the revenue generated by properties:
Division St | 20% | Any buildings facing Division Ave
Downtown | 15% | Any buildings South of Monroe
River | 10% | Any buildings in blocks next to the river (1, 8, 9, 22, 28, or 31)
Parks | 15 - 30% | Depending on what % of the block is a park
